Zjednodu\u0161en\u011b by se dalo \u0159\u00edci, \u017ee urbanismus dohl\u00ed\u017e\u00ed na prov\u00e1zanost v\u0161ech pot\u0159eb v&nbsp;\u00fazem\u00ed tak, aby spole\u010dn\u011b tvo\u0159ily dlouhodob\u011b udr\u017eiteln\u00fd vztah. Pot\u0159ebami pak rozum\u00edme jak ty spole\u010densk\u00e9, tak ekonomick\u00e9, ale i&nbsp;ekologick\u00e9. Udr\u017eiteln\u00fd urbanismus je takov\u00fd, kter\u00fd v&nbsp;dan\u00e9m m\u00edst\u011b nab\u00eddne maximum p\u0159\u00edle\u017eitost\u00ed pro \u017eivot, pr\u00e1ci a&nbsp;relaxaci, a&nbsp;p\u0159itom jej nep\u0159et\u00ed\u017e\u00ed natolik, aby se stalo pro u\u017eivatele nevl\u00eddn\u00fdm \u010di&nbsp;nep\u0159\u00edjemn\u00fdm. V&nbsp;minulosti se \u010dasto hled\u011blo p\u0159i&nbsp;pl\u00e1nov\u00e1n\u00ed m\u011bst, resp. urbanismu dan\u00fdch \u010d\u00e1st\u00ed m\u011bsta, p\u0159edev\u0161\u00edm na parametr hustoty os\u00eddlen\u00ed, kter\u00fd ov\u0161em osamocen\u011b p\u0159eb\u00edjel ostatn\u00ed parametry nutn\u00e9 pro kvalitn\u00ed a&nbsp;dlouhodob\u011b udr\u017eiteln\u00fd \u017eivot ve m\u011bst\u011b \u010di&nbsp;obci. Dne\u0161n\u00ed pojem udr\u017eiteln\u00fd urbanismus proto pracuje s&nbsp;trojic\u00ed faktor\u016f ovliv\u0148uj\u00edc\u00edch vznik dlouhodob\u011b udr\u017eiteln\u00e9ho m\u011bsta. V&nbsp;n\u00e1sleduj\u00edc\u00edm textu se jimi budeme zab\u00fdvat samostatn\u011b, nebo\u0165 je d\u016fle\u017eit\u00e9 ch\u00e1pat, \u017ee pouze kvalitn\u00ed konsensus mezi faktory Hustota os\u00eddlen\u00ed \/ Kompaktnost funkc\u00ed m\u011bsta (Funkcionalita m\u011bsta) \/ Kvalita m\u011bsta nab\u00edz\u00ed v\u00fdchodisko tzv.&nbsp;dlouhodob\u011b udr\u017eiteln\u00e9ho urbanismu.<\/p>\n<p><strong>HUSTOTA OS\u00cdDLEN\u00cd, PRAHA NAD\u00c1LE PODPR\u016eM\u011aRN\u00c1<\/strong><\/p>\n<p>Ide\u00e1ln\u00ed hustota os\u00eddlen\u00ed je v&nbsp;ka\u017ed\u00e9m m\u00edst\u011b na sv\u011bt\u011b trochu jin\u00e1, nebo\u0165 nejde o&nbsp;univerz\u00e1ln\u011b pou\u017eitelnou hodnotu, kterou by se dalo \u0159\u00eddit kdekoli na sv\u011bt\u011b. Je t\u0159eba v\u017edy p\u0159ihl\u00ed\u017eet k&nbsp;nastaven\u00ed dan\u00e9 spole\u010dnosti, v&nbsp;jak\u00e9 se nach\u00e1z\u00ed situaci, zda \u0159e\u0161\u00ed n\u011bjak\u00fd aktu\u00e1ln\u00ed \u2013 nebo potenci\u00e1ln\u00ed \u2013 nedostatek z&nbsp;hlediska v\u00fdstavby \u010di&nbsp;m\u00edsta pro v\u00fdstavbu. Jin\u00e9 po\u017eadavky a&nbsp;ochotu pro<br \/>zm\u011bnu maj\u00ed ostrovn\u00ed zem\u011b, kde je logicky nedostatek pozemk\u016f, proti kup\u0159\u00edkladu Americe opl\u00fdvaj\u00edc\u00ed tak\u0159ka neomezen\u00fdmi prostorov\u00fdmi mo\u017enostmi. I&nbsp;proto m\u016f\u017eeme vid\u011bt, \u017ee evropsk\u00e1 polycentrick\u00e1, st\u0159edn\u011b vysok\u00e1 m\u011bsta s&nbsp;blokovou z\u00e1stavbou, jako jsou Barcelona, Pa\u0159\u00ed\u017e, Berl\u00edn \u010di&nbsp;Ath\u00e9ny m\u00edvaj\u00ed hustotu zalidn\u011bn\u00ed mezi 3\u20136 tis\u00edc\u00ed lid\u00ed na kilometr \u010dtvere\u010dn\u00ed, kde\u017eto nap\u0159\u00edklad v\u00fd\u0161kov\u00e1 asijsk\u00e1 m\u011bsta, jako jsou \u0160anghaj, Peking, \u010di&nbsp;Tokio vykazuj\u00ed hustotu zalidn\u011bn\u00ed kolem 10 tis\u00edc. Zmi\u0148ovan\u00e1 americk\u00e1, ale i&nbsp;australsk\u00e1 m\u011bsta s&nbsp;n\u00edzk\u00fdm typem z\u00e1stavby maj\u00ed proti tomu nap\u0159\u00edklad jen 1 a\u017e 2,5 tis\u00edce obyvatel na kilometr \u010dtvere\u010dn\u00ed. Ka\u017ed\u00e1 z&nbsp;uveden\u00fdch hodnot density, tedy zahu\u0161t\u011bn\u00ed, p\u0159in\u00e1\u0161\u00ed sv\u00e9 v\u00fdhody i&nbsp;nev\u00fdhody, p\u0159esto se zd\u00e1 b\u00fdt evropsk\u00fd model z&nbsp;hlediska dlouhodob\u00e9 udr\u017eitelnosti nejl\u00e9pe aplikovateln\u00fd. Praha se sv\u00fdmi bezm\u00e1la 2,7 tis\u00edci obyvateli na km \u010dtvere\u010dn\u00ed st\u00e1le pokulh\u00e1v\u00e1<br \/>za v\u00fd\u0161e uveden\u00fdm rozp\u011bt\u00edm hustoty evropsk\u00fdch m\u011bst. M\u00e1 proto v\u00fdbornou p\u0159\u00edle\u017eitost k&nbsp;zdrav\u00e9mu a&nbsp;dlouhodob\u011b udr\u017eiteln\u00e9mu r\u016fstu. Mus\u00ed v\u0161ak p\u0159ipustit v\u00fdstavbu kombinuj\u00edc\u00ed pr\u00e1v\u011b zv\u00fd\u0161en\u00ed hustoty zalidn\u011bn\u00ed s&nbsp;dob\u0159e propracovanou kompaktnost\u00ed a&nbsp;kvalitou.<\/p>\n<p><strong>KOMPAKTNOST FUNKC\u00cd (FUNKCIONALITA) ALIAS M\u011aSTO KR\u00c1TK\u00ddCH VZD\u00c1LENOST\u00cd<\/strong><\/p>\n<p>Kompaktnost funkc\u00ed m\u011bsta, u&nbsp;n\u00e1s zn\u00e1m\u00e1 pod n\u00e1zvem m\u011bsto kr\u00e1tk\u00fdch vzd\u00e1lenost\u00ed, je dal\u0161\u00edm parametrem udr\u017eiteln\u00e9ho urbanismu, kter\u00fd je dnes celosv\u011btov\u011b hojn\u011b sklo\u0148ov\u00e1n. Ve sv\u00e9 podstat\u011b jde o&nbsp;to, aby m\u011bsto, resp. jeho dan\u00e1 \u010d\u00e1st, nab\u00edzelo maximum r\u016fznorod\u00fdch funkc\u00ed, tj.&nbsp;bydlen\u00ed, pr\u00e1ci, relax, kulturu atd. ide\u00e1ln\u011b v&nbsp;p\u011b\u0161\u00ed dostupnosti. Takto pl\u00e1novan\u00fd urbanismus z\u00e1sadn\u011b sni\u017euje nutnost cestov\u00e1n\u00ed za prac\u00ed, bydlen\u00edm, n\u00e1kupem \u010di&nbsp;odpo\u010dinkem, a&nbsp;t\u00edm v\u00fdznamn\u011b sni\u017euje energetick\u00e9 a&nbsp;ekologick\u00e9 n\u00e1roky m\u011bsta. Zde se hod\u00ed pou\u017e\u00edt p\u0159\u00edklad BB Centra, je\u017e v&nbsp;souladu s&nbsp;t\u011bmito \u00favahami dlouhodob\u011b pracuje, ale i&nbsp;pl\u00e1nuje dal\u0161\u00ed rozvoj tak, aby prob\u00edhala pozitivn\u00ed interakce funkc\u00ed pr\u00e1ce, odpo\u010dinku, bydlen\u00ed atd. nejen v&nbsp;r\u00e1mci samotn\u00e9ho BB Centra, ale i&nbsp;s&nbsp;okoln\u00edmi \u010d\u00e1stmi m\u011bsta. Hojn\u011b zastoupen\u00e1 bytov\u00e1 funkce na Praze 4 je tak BB Centrem dopl\u0148ov\u00e1na<br \/>o prostory pro pr\u00e1ci, ale i&nbsp;vzd\u011bl\u00e1n\u00ed a&nbsp;odpo\u010dinek, reprezentovan\u00e9 \u0161kolkou, \u0161kolou, h\u0159i\u0161ti, parky \u010di&nbsp;sportovn\u00edm stadionem. Odstra\u0161uj\u00edc\u00edm p\u0159\u00edpadem p\u0159ehnan\u00e9ho pl\u00e1nov\u00e1n\u00ed s&nbsp;akcentem na hustotu, ale bez ohledu na kvalitu a&nbsp;spr\u00e1vnou m\u00edru kompaktnosti, m\u016f\u017ee b\u00fdt Walled City v&nbsp;Hongkongu, kde<br \/>na 2,2 hektarech vytvo\u0159ili jeden obrovsk\u00fd blok t\u0159\u00ed set propojen\u00fdch budov o&nbsp;v\u00fd\u0161ce 10 a\u017e 14 pater. Zde byla architektura redukov\u00e1na na pouhou komoditu a&nbsp;tento hyper-densitn\u00ed mega-blok pro zhruba 25 tis\u00edc rodin, tj.&nbsp;p\u0159es 50 tis\u00edc lid\u00ed, musel b\u00fdt nakonec v&nbsp;roce 1992\u20131993 zdemolov\u00e1n pro svou naprostou nekvalitu prost\u0159ed\u00ed pro \u017eivot.<\/p>\n<p><strong>KVALITA, TEDY M\u011aSTO P\u0158\u00cdJEMN\u00c9 I&nbsp;EKOLOGICK\u00c9<\/strong><\/p>\n<p>T\u0159et\u00edm zcela neopomenuteln\u00fdm faktorem udr\u017eiteln\u00e9ho urbanismu je kvalita prost\u0159ed\u00ed, je\u017e mus\u00ed nab\u00edzet vyv\u00e1\u017een\u00ed k&nbsp;vy\u0161\u0161\u00ed hustot\u011b obyvatelstva ve m\u011bstech, kter\u00e1 je z&nbsp;hlediska p\u0159esunu<br \/>lid\u00ed do urbanizovan\u00fdch \u00fazem\u00ed prakticky nevyhnuteln\u00e1. Kvalitou se nerozum\u00ed jen samotn\u00e9 prost\u0159ed\u00ed byt\u016f \u010di&nbsp;prostor pro pr\u00e1ci a&nbsp;z\u00e1bavu, ale i&nbsp;kvalita ve\u0159ejn\u00fdch prostor nebo p\u0159irozen\u00e9 ventilace \u00fazem\u00ed, stejn\u011b jako minimalizace p\u0159eh\u0159\u00edv\u00e1n\u00ed m\u011bsta atd. Pod kvalitou urbanismu je proto t\u0159eba hledat rozs\u00e1hl\u00fd komplex jednotliv\u00fdch \u0159e\u0161en\u00ed ovliv\u0148uj\u00edc\u00edch celkovou pohodu v&nbsp;dan\u00e9m \u00fazem\u00ed, jako jsou vhodn\u011b um\u00edst\u011bn\u00e9 p\u011b\u0161\u00ed trasy \u00fazem\u00edm, dostupnost slu\u017eeb, zastoupen\u00ed m\u011bstsk\u00e9 zelen\u011b, park\u016f i&nbsp;zelen\u00fdch st\u0159ech zabra\u0148uj\u00edc\u00edch vznik\u016fm tepeln\u00fdch ostrov\u016f. Pat\u0159\u00ed sem i&nbsp;citliv\u00e1 pr\u00e1ce s&nbsp;orientac\u00ed objekt\u016f v\u016f\u010di prosv\u011btlen\u00ed denn\u00edm sv\u011btlem, ale i&nbsp;vhodn\u00e9 rozestaven\u00ed budov a&nbsp;jejich v\u00fd\u0161ek tak, aby vhodn\u011b st\u00ednily ulice v&nbsp;hork\u00fdch letn\u00edch dnech.<\/p>\n<p><strong>V\u00ddZVA PRO UDR\u017dITELN\u00dd URBANISMUS<\/strong><\/p>\n<p>Nejv\u011bt\u0161\u00ed v\u00fdzvou pro kvalitu v&nbsp;urbanismu je samotn\u00e1 ochota nechat m\u011bsto r\u016fst co do objemu, tedy i&nbsp;do v\u00fd\u0161ky, a&nbsp;vytv\u00e1\u0159et d\u00edky tomu finan\u010dn\u00ed zdroje pro v\u00fdstavbu a&nbsp;\u00fadr\u017ebu kvalitn\u00edho ve\u0159ejn\u00e9ho prostoru.<br \/>Pl\u00e1nujeme-li tedy m\u011bsto s&nbsp;ohledem na udr\u017eiteln\u00fd urbanismus, mus\u00edme b\u00fdt ochotni p\u0159ipustit, \u017ee m\u00edsto je t\u0159eba optim\u00e1ln\u011b vyt\u011b\u017eit z&nbsp;hlediska HUSTOTY obyvatelstva, KOMPAKTNOSTI \u0159e\u0161en\u00ed nab\u00edzej\u00edc\u00edho v\u0161echny funkce pot\u0159ebn\u00e9 pro \u017eivot, pokud mo\u017eno na jednom m\u00edst\u011b, stejn\u011b jako<br \/>z hlediska KVALITY nap\u0159\u00ed\u010d \u0159e\u0161en\u00edm v\u0161ech prostor od t\u011bch vlastn\u00edch a\u017e po&nbsp;ty ve\u0159ejn\u00e9.
